  • Julian Black - Director

    BSc(Hons) Dip(UrbDes) MRTPI

    A Director who joined the company in 2002, Julian has many years of experience of urban and rural planning within the public and private sectors. He has worked on Local Plan policy preparation covering urban and rural environmental matters with a bias towards design, green belt, conservation, and town centre redevelopment issues.

    With specialisms in planning, urban design, masterplanning and project management, Julian is experienced in working with a wide range of house builders and land promoters in the promotion of strategic land. With the aim of realising the full development potential and value of land, Julian works closely with clients to develop medium and long-term planning and delivery strategies and is experienced in managing large teams of specialist consultants in the preparation of masterplans, design / development briefs and sustainability matrices.   

    Julian’s work often involves a combination of local plan work, community engagement, including the holding of community workshops and public exhibitions and, ultimately, preparation and submission of large-scale planning applications for mixed use and residential development. 

  • Martin Hull - Director

    BA(Hons) MA MRTPI

    A Director of the company who has worked in both the public and private sectors of planning. He has a comprehensive understanding of the development plan process and worked on the preparation of Policy Guidance Notes, Conservation Area Statements, Development Briefs and Urban Capacity Studies.

    His expertise embraces residential, commercial, retail and airport related applications as well as the preparation of strategic residential land appraisals. He specialises in the promotion of larger sites for mixed use and residential schemes requiring the preparation of Environment Impact Assessments.

  • Christopher Sampson - Director

    BA(Hons) DipTP MRTPI

    Chris joined KLW in 2016 and has in depth experience of both private and public sectors, together with rural and urban planning. Chris is used to working with clients from both private and public sector and has a wealth of experience in appraising sites and advising on strategy, preparing and managing planning applications and appeals ranging from one dwelling, right through to large strategic sites. He has a sound grasp of the planning system and enjoys building long-lasting relationships with clients.

    Chris was elected a Full Member of the Royal Town Planning Institute in 2001. He has been involved with urban regeneration encompassing education, retail, business, and residential proposals and managed a multitude of proposals. These include residential care, mixed use, and housing-led development of all scales, from sensitive infill sites to large scale edge of settlement proposals. 

    Before joining KLW, Chris worked for several Local Authorities in Sussex and for five years for a major house builder / developer. Consequently, Chris is commercially aware and used to co-ordinating large multi-disciplinary consultant teams, whilst maintaining an appropriate professional rapport with Local Authority staff.

  • Mike Holmes - Associate Planner

    BSc(Hons) MA LRTPI

    Mike is an Associate Planner with over 20 years’ experience in both private and public sector planning roles. Mike’s career has therefore allowed him to gain a significant amount of knowledge of the planning process from both a private and public perspective, across a broad range of urban and rural sites, and dealing with the full breadth of planning proposals, including large scale residential and commercial developments.

     

    Mike also has a detailed understanding of the plan making process, providing positive input into the preparation, and drafting of Local Plans, attending, and giving evidence at Examinations in Public, and representing clients’ interests to maximise development value through this complicated process. With this knowledge and experience and a personable nature, Mike is very well placed to guide and represent clients through the intricacies of the planning system.

  • Sarah Lester - Practice Manager

    Sarah is our Practice Manager and instrumental in the smooth day to day running of KLW. Sarah joined KLW with many years of business support experience, in a variety of sectors.  Sarah provides first port of call assistance to clients and potential clients alike, Sarah is also responsible for general HR matters, managing finances, new enquiries, and invoicing.  

  • Lily Tillinghast - Planning & Design Assistant

    BSc(Hons)

    Since joining the KLW team in April 2024, Lily has proven to be a hugely valuable member of our team, bringing a fresh stream of innovation and outlook to many of our projects.  Lily already had an impressive background, having obtained a BSc(Hons) at the University of Warwick in psychology, following a year studying urban forest design, urban inequality, and environmental psychology at the University of British Columbia in Vancouver.   Lily’s unique fascination with the relationship between people and space brings an exciting angle to the KLW team.  Lily is studying for an Urban Design Masters at UCL, and we very much hope she continues to study in tandem with being an integral part of KLW.  

  • Owen McLeod - Senior Planner

    MPlan LRTPI

    Owen joined KLW as a Senior Planner in Autumn 2024. Following the completion of his Master’s degree in Urban Studies and Planning at the University of Sheffield in 2021, Owen has since gained invaluable planning experience across both the Public and Private Sector, bringing experience from planning policy and housing through to commercial projects including those involving Minerals and Waste.

    Owen’s experience ranges from preparing planning applications and strategic development plan representations, to both assisting and managing complex developments such as waste matters within Green Belt areas. Owen looks forward to contributing to the ongoing growth of KLW with the renewed focus on housing delivery and economic growth at the national level, whilst further consolidating and expanding the sound base of experience he has gained to date.

  • Vicky Bedford - Associate Planner

    BA(Hons) PGDip MRTPI

    Vicky joined KLW in 2025, with 22 years experience within the planning industry. She started her planning career in Planning Enforcement at Bexley Council before working in the Development Control Team at Tonbridge and Malling Borough Council, where she progressed to a Senior Planning Officer. During this time Vicky determined a breadth of planning applications and was involved with numerous planning appeals and pre-application enquiries across the borough, relating to both urban and rural areas, including those within the National Landscape and Metropolitan Green Belt.

    Working within the Private Sector since 2018 Vicky has experience in the preparation and submission of pre-application enquiries, planning applications and appeals across a broad range of development types and areas, enabling her to enjoy positive working relationships with Local Planning Authorities and Consultants.

    Vicky has an Undergraduate degree in Urban and Environmental Planning and a Post Graduate Diploma in Town Planning and is a Chartered Member of the RTPI.
